Vice President of Supreme Constitutional: Our societies are subject to exceptional circumstances

He added: These conditions have left African societies in exceptional situations that make the application of regular legal rules in many cases with very critical matter, and call for exit with exceptional provisions that respond to the situations, which were found to various societies. & Nbsp;

He continued: If the constitutions in the rest of the world are based on two basic pillars, namely the protection of the rights of individuals, and the confirmation of their guarantee on the one hand, and on the other hand, to preserve state institutions and stability, and secure their performance of their duties towards citizens, then these exceptional conditions require legislators at all The countries of the world, to find from these circumstances in their legislations points of balance that do not violate individual rights, and do not prevent the state and the stability of their institutions, and enable them to perform their role regularly and turmoil.

And he added: We will address it in this fundamental topic in three sessions, the first of which is the review of the exceptional conditions that justify the exit on the regular legislation, and we show in the second to the various legislative experiences in dealing with exceptional circumstances, and finally we present in the third session to the limits of constitutional control over the exceptional legislation, It is the main role of the Constitutional Judicial Corporation; To determine the criteria for exceptional legislation that do not contradict the provisions of the constitution, and those that cannot be recognized, if the violation of the rights of individuals reaches what cannot be tolerated. & Nbsp;

The Supreme Constitutional Court began the African Constitutional Courts Conference, today, Monday, and will be held over two consecutive days and will be hosted by Cairo, with the participation of representatives of the courts and constitutional councils from 35 countries, along with 5 international organizations, under the auspices of President Abdel Fattah El-Sisi.
