Urgent.. A joint political declaration to raise relations between Egypt and Somalia to the level of a strategic partnership
Egypt and Somalia agreed to raise bilateral relations to the level of strategic partnership, with the aim of continuing to improve cooperation relations in a way that contributes to establishing security and stability, and achieving sustainable economic development for the two brotherly countries, and in a way that preserves the capabilities, sovereignty, unity and integrity of their territories.
This came in a joint political declaration to raise relations between the Arab Republic of Egypt and the Federal Republic of Somalia to the level of strategic partnership, within the framework of the historical relations of friendship and brotherhood that bring together Egypt and Somalia under the leadership of Government and people over thousands of years, and in light of the steady and tangible growth witnessed by these relations in various political, military and economic fields, and the awareness by the two political leaderships of the unity of destiny and the convergence of the interests and aspirations of the two peoples for a prosperous and secure future, and taking into account the common threats to security and peace in the Horn of Africa and the Red Sea region.

Political Consultation:
Conduct annual political consultations at the presidential level between the two countries to follow up on developments in overall bilateral relations, and direct them to open new horizons and areas of bilateral cooperation in order to achieve common goals.

Conducting semi-annual political consultations between the foreign ministers of the two countries to follow up on the implementation of presidential directives aimed at improving bilateral relations, and submitting their relevant reports and recommendations to the two political leaderships, in a way that contributes to continuing Building, strengthening and developing bilateral relations in various fields.
Encouraging the ministers concerned with the various fields of the two governments to periodically consult and explore ways and procedures to enhance cooperation in the areas that fall within their jurisdiction.
Forming a committee at the senior level Officials in the foreign ministries of the two countries to follow up on the implementation of the results of consultations between the various parties to present to the foreign ministers, and to submit recommendations to the attention of the presidents of the republic.
Military and security cooperation:
Continuing the establishment of a republic Egypt provides military support to the Federal Republic of Somalia in accordance with the military cooperation protocol signed on August 14, 2024, with the aim of enabling Somalia to fight and eliminate terrorism by benefiting from Egypt’s capabilities and expertise in this field.
The two countries’ ministries of defense discuss ways to strengthen Military relations between them, especially in the fields of training and armament, and work to meet the needs of the Somali National Army in various military fields, with a focus on combating terrorism and securing land and sea borders. Strengthening cooperation in the field of combating terrorism through specialized training and exchange of information between the relevant agencies of the two countries, which will help Somalia reach the goal of eliminating terrorism and extending state control over its entire territory. Continued strengthening of cooperation relations between the Egyptian Ministry of Interior and the Somali Ministry of Internal Security in their areas of work, especially with regard to strengthening the capabilities of law enforcement agencies.
Education, culture and capacity building:
Enhancing cooperation between the two countries in building The capabilities of the Somali side in various educational fields, whether through scholarships provided by Egypt to Somali students in Egyptian universities or grants provided by Al-Azhar Al-Sharif for study, specialized training, dissemination and development of the uses of the Arabic language in Somalia.

Judicial cooperation:
Transferring Egyptian expertise to the Somali side in order to rehabilitate the country’s judicial system, and providing legal and technical support to Somali cadres to complete the drafting of a new draft constitution for the country. Preparing draft laws supplementing the constitution, and training young Somali parliamentarians to qualify them for various parliamentary tasks.
Cooperation in the field of election management:
Providing the relevant Egyptian authorities with the necessary legal, technical and procedural support to the Somali side to enable it to conduct and manage Elections according to a Somali national vision. Economic cooperation:
Intensifying work to strengthen trade and investment relations between Egypt and Somalia so that they rise to the level of political relations, by increasing the volume of trade exchange, encouraging direct investments in priority areas, holding business forums, exchanging visits, and participating in Specialized exhibitions and trade events hosted by countries, and working to overcome obstacles that prevent the strengthening of economic relations, including by concluding bilateral agreements aimed at increasing the rates of trade and investment between them. In this regard, the following priority sectors have been identified to improve the overall economic relations between the two countries:
1- Agriculture and livestock. 2- Hunting and fish farming. 3- Building and construction. 4- Transport and communications. 5- Financial and banking services. 6- Oil, gas, and new and renewable energy
