During its meeting today, headed by Dr. Mostafa Madbouly, at the government headquarters in the New Administrative Capital, the Council of Ministers approved several decisions, which are:

 

1. The Council of Ministers approved the “new” draft labor law, taking into account the inclusion of the comments made by a number of ministers at the meeting, which contributes to the speedy preparation of it in its final form and sending it to Parliament.

This approval comes in implementation According to the directives of President Abdel Fattah El-Sisi, President of the Republic, in this regard, regarding working to expedite the completion of the new labor law and completing the various procedures for issuing it, as it comes among the priorities of the government’s legislative agenda, in view of its important role in achieving the hopes and aspirations of a large segment of the workforce. . In this context, reference was made to the measures taken by the Ministry of Labor, and the meetings, interviews, and community dialogue and consultation sessions held on the various articles of the law, with the participation of various local and international stakeholders.

2. The Council of Ministers approved a draft The decision of the President of the Republic regarding the framework amendment agreement regarding the African Development Bank abandoning the use of LIBOR as a reference interest rate and replacing it with SOFR, to calculate the interest rate for development financing agreements, in accordance with what other international financing banks have followed.

It is noteworthy that the Development Bank The African Bank is a regional multilateral development bank that aims to accelerate the social and economic development of African countries, through financing projects and partnering with national economic reform programs.

3. The Council of Ministers approved a draft decision of the President of the Republic regarding the grant agreement for the project Developing Green Egypt Skills for the Climate Smart Agribusiness Network in Egypt, between the Government of the Arab Republic of Egypt and the Government of Canada, at a value of 9.9 million Canadian dollars.

The project aims to improve employment opportunities in the agricultural business sector for young people of both sexes, by By increasing their capabilities to acquire climate-smart and industry-related skills in three governorates in Lower Egypt, namely: Beheira, Gharbia, and Menoufia, where the project supports the Ministries of Education, Technical Education, Environment, and the National Council for Women, and is scheduled to benefit more during the 5-year project implementation period. Of 24 thousand students, both male and female, and more than 30 thousand individuals benefit indirectly from the project.

4. The Council of Ministers approved the draft decision of the President of the Republic regarding the allocation of an area of ​​83,310.81 acres, in the Red Sea Governorate area, from state-owned lands. Privately owned, for the benefit of the New and Renewable Energy Development and Utilization Authority, for use in establishing renewable energy plants, within the framework of the plans of the Ministry of Electricity and Renewable Energy to rely on new and renewable sources of energy and generate clean energy, in accordance with advanced mechanisms for preserving the environment.

5. The Council of Ministers approved a draft decision of the President of the Republic regarding the allocation of a number (14) plots of land, from privately owned state-owned areas, in the Rabaa and Bir al-Abd regions of North Sinai Governorate, for the benefit of Egypt’s Future Agency for Sustainable Development, for use in reclamation and agricultural activities.6. The Council of Ministers approved a draft decision of the President of the Republic regarding the allocation of an area of ​​10.86 acres, in the Abu Qurqas district of Minya Governorate, from privately owned state-owned lands, for the benefit of Minya Governorate to be used as a public benefit for the establishment of Muslim and Christian cemeteries on it, in accordance with the rules and laws. applicable in this regard.

7. The Council of Ministers approved the settlements that were made by the expert committee formed by Prime Minister Resolution No. 2873 of 2015, at its session held on 10/24/2024, for a number of 60 settlements.

8. The Council of Ministers approved granting a company "MAFI" Agricultural Crops Manufacturing Company (S.A.E.) “Golden License”, for a project to manufacture, concentrate, dry, package, freeze and freeze all agricultural crops and foodstuffs, on an area of ​​154,655.39 m2, located in plot No. 3 in the developers area, in the industrial zone of Sadat City. , Menoufia Governorate, provided that the project is to begin operating during March of 2026 AD, at an investment cost estimated at ($180,122,000) one hundred and eighty million and one hundred and twenty-two thousand US dollars. The project is expected to provide 720 job opportunities, and aims to reduce imports. And the transfer and localization of modern and advanced technology and techniques to Egypt in the field of food industries. The project also aims to increase exports by exporting 100% of its production volume to countries around the world.

9. The Council of Ministers approved granting the company “Covecap Egypt” Electrical Wires Manufacturing LLC (Golden License), for its project to manufacture electrical wires and cables for cars, on an area of ​​30,296 m2, located in two plots (1-2) in the industrial zone, industrial strip in the southern developers, 10th of Ramadan City, Governorate. Eastern Province, with the project being completed by the end of June 2025. The project is scheduled to provide about 267 job opportunities. The project also aims to export 100% of production to global markets, including (Tunisia – UAE – Turkey – Eastern Europe).  In addition to working to transfer and localize modern and advanced technology and techniques to Egypt and support innovation, scientific research and development in the field of automobile electrical wiring industry.

10. The Council of Ministers approved the decisions and recommendations issued by the meeting of the Ministerial Engineering Committee held on 26 Last October, regarding the assignment to companies or the increase of assignment orders to complete the work to benefit from the investments spent for 64 projects related to the ministries (Housing, Utilities, and Urban Communities – Transport – Higher Education and Scientific Research), as well as the Central Auditing Organization. 

11.    The Council of Ministers agreed to extend the service of (133 doctors, 1 chemist, 1 medical analysis technician, and 6 health observers) who are members of the medical professions at the Ministry of Health and Population and its affiliated bodies for a period of two years, starting from the day following their reaching the legal age specified for the end of service. In accordance with the provisions of Law No. 184 of 2020.

12.    The Council of Ministers approved applications submitted to establish mobile phone network reinforcement towers for companies operating in Egypt (Vodafone, Etisalat, Orange, Telecom Egypt, and Mobi Tower) on an area of ​​150 square meters, with 29 applications for a total area of ​​21 sq., 1 sq., at the level of 10 governorates. . As a public benefit project.

13. The Council of Ministers approved approvals issued by the Ministry of Agriculture and Land Reclamation, with the approval of representatives of the Ministry of Water Resources and Irrigation, regarding the establishment of 16 projects of public benefit in 9 governorates, on a total area of ​​13 acres and 18 karats, including private property and state property, within the framework of implementing projects. Public benefits provided by governors.

These projects include the establishment of a number of basic education schools, a service center, and a number of sewage pumping stations, in addition to establishing an Azhar religious institute, establishing a number of cemeteries, in addition to constructing a church. , expanding a mosque, an agricultural drainage station, and other projects.
