The Ministerial Committee for Human Development presents a system "Baccalaureate" Through an expanded and in-depth community dialogue

Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population, chaired the meeting of the Ministerial Group for Human Development, at the Ministry’s headquarters in the New Administrative Capital.

 

The meeting witnessed the presence of Dr. Rania Al-Mashat , Minister of Planning, Economic Development and International Cooperation, Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, Counselor Adnan Fanjari, Minister of Justice, Dr. Manal Awad, Minister of Local Development, and Dr. Maya Morsi, Minister of Solidarity. Social Affairs, Dr. Osama Al-Azhari, Minister of Endowments, Muhammad Ahmed Abdel Latif, Minister of Education and Technical Education, Counselor Mahmoud Fawzi, Minister of Parliamentary and Legal Affairs,  Dr. Ashraf Sobhi, Minister of Youth and Sports, apologized for the meeting due to his travel circumstances. A number of deputy ministers and officials also participated in the meeting.

Dr. Hossam Abdel Ghaffar, the official spokesman for the Ministerial Group for Human Development, indicated that Dr. Khaled Abdel Ghaffar directed during the meeting to establish A higher advisory committee for human development, which includes an elite group of specialists from various governorates of the Republic. The committee will be concerned with studying the national project for human development and developing implementation mechanisms applicable in the field, while benefiting from expertise. Local and international, he also stressed the importance of holding periodic meetings with the committee, to discuss proposed visions and reach unified visions and foundations that contribute to achieving the desired goals.

The official spokesman added that Dr. Khaled Abdel Ghaffar praised during the meeting the complementary efforts between the two ministries of education. Higher and scientific research, education and technical education, to develop the education system in its university and pre-university stages, as the Minister stressed the need to enhance students’ capabilities and qualify them to keep pace with the modern requirements of the labor market, stressing The importance of giving special attention to technical education by setting clear paths that attract students to enroll in it, ensuring that market needs are met and practical skills are enhanced.

The official spokesman indicated that the meeting witnessed a discussion of the joint vision between the Ministries of Education and Technical Education, And higher education and scientific research, to develop the Egyptian education system within the framework of the comprehensive development path, through the “Egyptian Baccalaureate” initiatives. And the “Foundation Year”, where Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, reviewed this vision that aims to modernize the educational system in a way that ensures students join educational fields that are appropriate to their abilities and skills, and meet the requirements of the labor market through fair mechanisms.

Dr. Ayman Ashour explained that the new educational system seeks to reduce the burden on families by reducing the number of academic subjects and creating an integrated educational path starting from the secondary stage, which helps students focus on developing their skills, stressing that the system aims To enhance competition among students so that it reflects their true abilities, Ashour also presented a vision for identifying educational paths that are compatible with the needs of the evolving labor market, which includes fields such as: medicine and life sciences, natural sciences, engineering and technology, business administration and social sciences, arts and humanities, pointing out To include future specializations within this framework, such as artificial intelligence, genomic medicine, the Internet of Things, the digital economy, space sciences, and nuclear energy.

Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, reviewed during the meeting the current model for the stages And education paths In Egypt, including university and pre-university education, and the importance of reducing the gap between general education outcomes and university level requirements, which contributes to improving the quality of university outcomes and preparing qualified cadres for the labor market.

For his part, Minister Mohamed Abdel Latif reviewed Education, Education and Technical Education proposed the Egyptian Baccalaureate certificate system, explaining its division into an introductory stage (the first year of secondary school) and a main stage (the second and third year of secondary school). The Minister discussed the academic subjects, the general rules for distributing grades, and the possibility of repeating attempts to enter He also pointed out that those who are unable are exempted from fees, stressing that the new system aims to reduce the number of study subjects to ease the burden on Egyptian families.

The minister added that the development of this system came based on a comprehensive review of previous studies and international systems, To benefit from it in a way that increases the efficiency of graduates and better prepares them for the labor market.

Counselor Adnan Fanjari, Minister of Justice, stressed the importance of strengthening the educational system to improve the quality of education and qualify students to keep pace with the needs of the labor market, pointing out: The importance of developing technical education as one of the main axes for supporting the Egyptian economy.

For her part, Dr. Maya Morsi, Minister of Social Solidarity, indicated that education is one of the important priorities in the human development plan, which requires all ministries and concerned authorities to strengthen Joint cooperation to develop it and develop students’ skills, by finding paths that keep pace and are in line with the requirements of the labor market, pointing to the exemption of students included within the conditional cash support program “Takaful” Of the improvement fees in the new system once it is implemented, stressing that  There are 3.2 million unable students who were exempted from tuition fees from the  "Symbiosis" At a cost of cash support of 4.3 billion pounds annually from June 2014 to date, in addition to budget support of 500 million pounds annually in the “Equal Educational Opportunities” program.

For her part, Dr. Manal Awad, Minister of Local Development, explained the importance of evaluating The extent to which public universities are prepared to receive students in the foundation years, to ensure the achievement of the desired goals. It also called for introducing the Egyptian baccalaureate system within the framework of a comprehensive community dialogue with the participation of all sectors, to ensure consensus. Society depends on the new system.

Dr. Osama Al-Azhari, Minister of Endowments, stressed the importance of including religious education curricula in the new educational system to enhance religious awareness among students and protect them from false and extremist religious ideas. He also pointed to the role of education in achieving human development. By building a comprehensive educational system.

In the same context, Counselor Mahmoud Fawzi, Minister of Parliamentary and Legal Affairs, stressed the necessity of nourishing the minds of young people with useful knowledge in all fields and protecting them from extremist thought, With a focus on developing their skills and qualifying them for the requirements of the labor market.
