The Joint Permanent Technical Authority for Nile Water calls for the restoration of the Nile Basin Initiative
The Joint Permanent Technical Authority for the Nile Waters between Egypt and Sudan held a meeting on October 11 and 12 in which the Egyptian and Sudanese sides discussed a number of issues related to the waters of the Nile Basin within the framework of its jurisdiction under the agreement for full use of the Nile River waters signed between Egypt and Sudan in November 1959. , including developments in the position of the ratifications of some basin countries on the draft framework agreement (CFA) for the Nile Basin countries.
The Authority would like to emphasize in this context that the two sides have made intensive and continuous efforts over the course of Previous years, to restore cohesion and heal the rift caused by some basin countries adopting an incompatible draft of the so-called Framework Agreement (CFA) document and inconsistent with the relevant rules of international law and best international practices, including in pioneering African experiences such as the Zambezi River Basin and Senegal, which ensure Continuity of cooperation and sustainable development for all, as the two countries sought to make the mechanism that brings together the countries of the basin a consensual mechanism based on comprehensiveness and in its work that follows the established rules of cross-border water cooperation, foremost among which are the principles of consultation and prior notification regarding projects based on comprehensive scientific studies of the economic, social and environmental dimensions of the projects that will be undertaken. implemented through it, but these efforts did not find the necessary positive interaction.
The two sides renew their full commitment to cooperation with the Nile Basin countries within the framework of internationally recognized principles that achieve the benefit of all. Without causing harm to any of the countries, they affirm that the so-called Framework Agreement for Cooperation in the Nile Basin (CFA) is not binding on either of them, not only because they have not joined it, but also because it violates the principles of customary and contractual international law. They also stress that the six-nation commission emerging from the framework agreement is not The completed Nile Basin does not represent the Nile Basin in any way.
