The Council of Ministers reviews the draft new labor law in its final form and approves a number of others

The Council of Ministers, in its meeting today, Wednesday, chaired by Prime Minister Dr. Mostafa Madbouly, reviewed the draft of the new labor law in its final form, which was previously approved at the 18th government meeting on November 6, after completing the comments of the ministries and concerned authorities. Confirmation during the meeting that a number of other observations presented today have been met, in preparation for sending it to Parliament.

The Council of Ministers also approved, during its meeting, a draft decision of the President of the Republic regarding the Egyptian contribution to financing the phase. The fifth program of the International Monetary Fund’s Middle East Technical Assistance Center (METAC), in support of the center’s role in providing technical and technological support to countries in the Middle East and North Africa region, to assist in developing financial and monetary policies. Egypt is one of the countries that established the Center, has contributed to its financing since its inception, and has benefited from the technical support provided through it to member states, which the Center has provided to a number of government agencies in Egypt over the past years, including: the Ministries of Planning and Economic Development and International Cooperation, Finance, and the Central Agency for Mobilization. General and statistics… Egypt will also host a number of the center’s meetings, and the memorandum of understanding regarding the Egyptian contribution to financing the fifth phase is scheduled to be signed during the center’s celebration in Cairo of its 20th anniversary. The Council of Ministers also approved a draft decision of the President of the Republic regarding Resolutions of the Board of Governors of the European Bank for Reconstruction and Development No. 259 and 260 regarding amending the agreement to establish the bank, to enable the geographical expansion of its operations in sub-Saharan Africa and Iraq, to ​​enhance the activity of… The Bank’s economic development, as well as the removal of legal restrictions on capital for regular operations in order to protect the financial integrity and sustainability of the Bank. Provided by the Spanish Agency for International Cooperation for Development, to finance the second phase of the project “Creating job opportunities for youth for employment and establishing companies,” for the benefit of the Egyptian Ministry of Youth and Sports. 

The project aims to support the Ministry’s capabilities in Providing services to young entrepreneurs, and contributing to achieving comprehensive and sustainable economic growth by increasing job and self-employment opportunities for young people in Egypt by enhancing the spirit of initiative among young people to create job and self-employment opportunities, and motivating young people trained in skills and abilities with Providing them with the necessary resources to establish their own companies and create decent job opportunities for them.

The Council of Ministers also approved the draft decision of the President of the Republic regarding the exchange of letters regarding the grant provided by the Spanish Agency for International Cooperation for Development, to finance the “Wastewater Treatment” project. “Industry in Egyptian sugar factories and reusing that treated water,” for the benefit of the Environmental Affairs Agency of the Egyptian Ministry of Environment. 

The project aims to improve water quality by reducing pollution by eliminating drainage, and ensuring the sustainability of water resources by reusing treated water while reducing the environmental impact of sugar factories on the Nile River in Egypt and the negative impact on human health, farms, and fisheries. The project is also expected to contribute to rehabilitating and increasing the capabilities of wastewater treatment systems for sugar factories. In Egypt, and enhancing the skills and awareness of stakeholders to use wastewater treatment systems in accordance with environmental standards. On the occasion of the celebration of Police Day and the January 25 Revolution of 2025.

The Council of Ministers also approved the draft decision of the President of the Republic to allocate an area equivalent to 1,051 square meters of privately owned state-owned land in the Qena Governorate area, for the benefit of the Ministry of Interior, to be used to establish a headquarters for public administration. To combat drugs, within the framework of supporting the Ministry’s role in confronting drug trafficking crimes, in order to protect society and individuals.

During the meeting, a draft Cabinet decision was approved amending some provisions Executive regulations of Law No. (49) of 1972 regarding the organization of universities, issued by Presidential Decree No. 809 of 1975, establishing the Faculty of Nursing at Sadat City University, with the aim of strengthening the university with specializations that meet the needs of male and female students, and reducing alienation.

The Council of Ministers also approved the disbursement of social compensation, according to the estimates of the Egyptian General Survey Authority, to the people who seized homes and expropriated lands for the benefit of the project to establish the western arc of the axis. Major General Omar Suleiman, which is being implemented under the supervision of the Central Reconstruction Agency, taking into account the social dimension. This important project aims to achieve a link between the Alexandria Desert Road and the northwestern coast of Alexandria Governorate.

The Council of Ministers also approved the decisions and recommendations issued by Meeting of the Ministerial Engineering Committee held on December 16, 2024 regarding assigning companies or increasing assignment orders; To complete the work and benefit from the investments spent, for 32 projects related to the Ministries of Housing, Utilities and Urban Communities, Industry and Transport, and Higher Education and Scientific Research.
