Secretary of the Defense and National Security Committee in the House of Representatives, Representative Mohamed Abdel Rahman Rady, said that the new draft criminal procedure law is a gift to the Egyptian people, describing the Council session that began its discussion as historic.

This came in a speech by the Secretary The Defense and National Security Committee, during the plenary session of the Council today, Sunday, on the occasion of the start of discussion of the report of the joint committee from the Committee on Constitutional and Legislative Affairs, and the Office of the Human Rights Committee, on the draft criminal procedure law, which was prepared by the subcommittee emanating from the Committee on Constitutional and Legislative Affairs, in principle.

Rady added, “Today’s session is historic in parliamentary life because we are discussing a draft law to replace the existing one, which has been in place for 74 years, and that the draft law regulates the rights and freedoms of all Egyptians, considering that the time has come, 10 years after the issuance of a constitution.” 2014, to activate the guarantees contained therein. 

He continued that he was a member of the subcommittee emanating from the Constitutional and Legislative Affairs Committee, and witnessed all the discussions and institutional dialogue that took place in it, the primary goal and objective of which was to achieve a real and practical balance between The requirements of criminal justice and the protection of the rights and freedoms of citizens.

 

He pointed out that the draft law witnessed extensive and extensive discussions that examined all hypotheses and studied comparative systems to reach practical mechanisms applicable on the ground. He described the discussions as being serious by all members of the subcommittee who represented all ministries and state agencies related to the law and its applications.

Representative Mohamed Rady considered that the draft law represents a tangible shift in the criminal aspect, preserving the Egyptian citizen’s right at all stages of the investigation. And the trial, and that the project included careful regulation of the advertising system in Egypt in terms of creating a telephone advertising center in each district court specialized in delivering advertisements in addition to traditional advertising.

Rady pointed out that one of the most important things on which the philosophy of the new draft law was based was the emphasis on The Public Prosecution’s inherent jurisdiction is to investigate, initiate and initiate criminal proceedings, in implementation of Article (189) of the Constitution, stressing that this matter would contribute to achieving timely justice and reducing the burden on the judiciary and the courts.

He noted that the draft law includes Unprecedented guarantees to protect the right to defense, and this was one of the most important points that was of interest to all members of the subcommittee.

  Representative Mohamed Radi also thanked and appreciated Counselor Dr. Speaker of the Council for his careful follow-up of this draft law from the beginning of its discussion in the subcommittee until the completion of the report presented to the Council to confirm compliance with the provisions of the Constitution in all its articles.

He also thanked all the representatives of the ministries. The entities represented in the subcommittee and the joint committee for their support in preparing this draft law, especially the government for its adoption of the draft law prepared by the subcommittee, which confirms the existence of a real will on the part of the state and its various institutions to preserve the rights and freedoms of the Egyptian citizen.
