
During its meeting today, headed by Dr. Mostafa Madbouly, at the government headquarters in the New Administrative Capital, the Council of Ministers approved several decisions, which are:
1. The Council of Ministers approved the draft decision of the President of the Republic; Regarding the “Scheduled Air Services” Agreement between the governments of the Arab Republic of Egypt and the Sultanate of Oman, which replaces the “Air Services Regulation” agreement Signed between the two sides in February 1987.
The agreement aims to establish a legal framework for air transport relations for the purpose of establishing and operating regular airlines between the two countries, and also provides fair and equal opportunities for the airlines concerned. The agreement grants both parties specific rights to enable air transport companies to establish and operate air routes between the two countries, within a framework of rules and arrangements regulating this regard.
2. The Council of Ministers approved the draft decision of the President of the Republic; By allocating about 3 acres of land privately owned by the state, in the Kom Abu Radi district of the Wasta Center in Beni Suef Governorate, for the benefit of the governorate, to be disposed of through the sale system; With the aim of establishing a hospital to serve citizens; And a residential complex for workers at Toshiba Al-Arabi companies and factories in the industrial zone in Kom Abu Radi.
3. The Council of Ministers approved the Ministry of Transport’s request to amend Article (6) of Presidential Decree No. 334 of 2004 to reorganize the General Authority for Roads and Bridges.
The amendment stipulates Provided that the Chairman of the Board of Directors of the Authority shall have two deputies, one for project research, and the other for implementation and regions. Their appointment shall be issued by a decision of the Prime Minister based on the proposal of the Minister of Transport, in light of the increasing volume of work implemented and followed up by the Authority, which in turn is reflected in the technical performance, both in terms of In addition to technical and engineering project research, or what is related to project implementation and follow-up of all the Authority’s activities.
The Deputy Chairman of the Authority is scheduled to specialize in project research; Supervising, following up and directing the work of designing and maintaining roads and bridges, monitoring the quality of projects, and several other specializations, while the Deputy Chairman of the Authority for Implementation and Regions is responsible for setting implementation policies for projects at the national level, participating in implementation and maintenance plans, determining priorities for establishing projects, and several other specializations. p>
This step comes with the aim of strengthening the role of the General Authority for Roads and Bridges in planning and following up on the implementation of projects, within the state’s plan to develop and develop the road and bridge network at the republic level, through which the authority has undertaken many projects. Nationalism, which came with the aim of linking with comprehensive development plans the various state sectors: agricultural, industrial, and tourism, in addition to linking urban centers with centers of economic and productive activity.
4. Approval of the Prime Minister’s draft decision to establish some technological universities in Fayoum and Assiut governorates, which stipulates the establishment of Fayoum International Technological University, to be subject to the supervision of Fayoum University, to support the completion of its organizational and administrative structure, as well as the establishment of Assiut International Technological University, to be subject to the supervision Assiut University, to support the completion of its organizational and administrative structure, provided that the two universities are subject to the law establishing technological universities and its executive regulations, and they are under the supervision of the Supreme Council for Technological Education, which is responsible for assisting the Supreme Council of Universities in developing general policies and executive plans related to technological education within the framework of the general policy for university education. The two universities were granted the right to enter into partnerships with international entities, with the aim of expanding the provision of this path of education in various parts of the country, to meet the requirements of those wishing to join it, and to reduce expatriation.
A major draft decision was also approved. The Council of Ministers amends some provisions of Prime Minister’s Decision No. 2722 of 2022 establishing Misr International Technological University, stipulating that the name “Misr International Technological University” be amended to “Helwan International Technological University”; He transferred supervision to Helwan University, to support the completion of its organizational and administrative structure, in light of Helwan University’s qualified cadres in the field of technological, vocational and applied education, noting that supervision of the new technological universities will be for one academic year only.
This comes within the framework of the state’s plan to expand the path of technological education, to prepare the graduate according to the requirements of the labor market by providing technological education that provides integrated educational and training services of a quality comparable to international quality systems in partnerships with a prestigious international university. .
5. Approval of the draft decision of the Prime Minister amending some provisions of Prime Minister’s Decision No. 369 of 2023 regarding the organization of the Fund to Combat Illegal Immigration and the Protection of Immigrants and Witnesses, so that Clause First of Article Five of the aforementioned decision stipulates that the membership of the Fund’s Board of Directors shall include Representing: the Ministry of Defense, the Ministry of Planning, Economic Development and International Cooperation, the Ministry of Interior, the Ministry of Finance, the Ministry of Social Solidarity, the Ministry of Foreign Affairs, Immigration and Egyptians Abroad Affairs, the Ministry of Justice, the Ministry of Labor, the Public Prosecution, and the Anti-Money Laundering and Counter-Terrorism Financing Unit.
The Prime Minister’s draft decision was also approved amending some provisions of Prime Minister’s Resolution No. 2702 of 2023 regarding the nomination of the Chairman and members of the Board of Directors of the Fund for Combating Illegal Immigration and the Protection of Immigrants and Witnesses, stipulating the nomination of new members. And renewing the membership of the two experienced and competent members of the Board of Directors.
6. The Council of Ministers approved the decisions of the Board of Directors of the Social Housing and Real Estate Finance Support Fund, at its session No. (27) held on 9/9/2024, regarding several topics.
This included approval of updating the rules for allocating housing units within The social housing program for groups with disabilities and special needs, and the procedures regulating it, within the framework of the state’s vision to improve the quality of life for citizens with disabilities, and provide means of care and support for them, through many initiatives, including providing appropriate housing for them.
This also included agreeing to amend the conditions of the Sakan for All Egyptians program for low-income people and announcing the sale of units currently being implemented by developing the work cycle of the program, in order to facilitate the citizens and achieve its goals, in addition to amending the conditions of the Sakan program. For all middle-income Egyptians; Announcing the offering of housing units currently being implemented; For middle-income people in new cities; And the rest of the previous announcements.
This also included agreeing to update the prices and conditions for selling the remaining vacant housing units to low- and middle-income people in centers or cities in the governorates, and arriving at the payment mechanism proposed by Qalyubia Governorate for the sale of 225 housing units in New Obour City. To compensate the residents of the demolished properties in the “Ezbet Abu Rajab” area. 7. The Council of Ministers reviewed the performance report of the General Authority for Comprehensive Health Insurance on its financial position and financial statements on 6/30/2024.
The report included the authority’s activity during the period from July 1, 2023 to June 30, 2024 As well as its financial position, in the governorates in which the comprehensive health insurance system was implemented, which are: Port Said, Luxor, Ismailia, and South Sinai.
