As for health insurance, it is a means used by states and institutions to provide treatment services to citizens, and they are a great responsibility for everyone. A person may be able to survive without food for a period, but he cannot survive without treatment, and there is governmental, private, and joint counseling insurance.
Pointing out that health insurance is not a free system for providing treatment, but rather a system that guarantees the quality and efficiency of providing treatment, without financial burden on the recipient of the service, who may be the one who pays his subscription as a percentage of his income that is not burdensome for him, and there may be someone who pays for him, whether on the other hand. Work or the state “those who are unable”, but there are estimates of the volume of spending on health, and the World Health Organization said that the average acceptable spending is 20% or more or a little less, but what is spent above that is considered by the organization Disaster.
Abdul Ghaffar said that the state has established three comprehensive health insurance bodies, in order to ensure the independence of the system’s management and prevent conflicts of interest. Whenever there is a large subject, it requires more specialization and technical capacity, and the breadth or generality of the need for this subject, and capabilities are determined for this body that make it capable. And different powers, enabling it to achieve its goals.
The Ministry of Health is responsible for providing the service, but the Health Accreditation and Control Authority is the only one that confirms whether this service is good or not.
He said that the occupancy rate for inpatient beds in hospitals does not exceed 60%, but there are some health facilities, such as the Nasser Institute or Al-Qasr Al-Aini, whose occupancy rate is 100% due to the great confidence of patients in receiving service in these hospitals.
