Doctors address the Minister of Local Development regarding the reconciliation crisis in clinics

The head of the Doctors Syndicate, Dr. Osama Abdel Hay, Minister of Local Development, Dr. Manal Awad, regarding the crisis facing doctors in a number of governorates, following warnings to doctors and asking them to reconcile the clinics and converting them from residential to administrative or commercial, and threatening to close, wax, and cut off the facilities of these clinics. 

And Dr. explained. Osama Abdel Hay, in his speech, said that the doctors did not commit any violation until they reconciled it, and the warnings that were directed to them are considered the height of abuse of their rights.

The head of the Doctors Syndicate indicated that according to Law No. 153 of 2004 regarding health facilities, which It stipulates that “a medical facility may not practice its activity except with a license from the competent governor after registering it with the competent medical union.” All the clinics were registered with the Medical Syndicate and were also licensed in the Free Therapy Administration, which is the representative body for the governorate in licensing clinics, and no proof was requested to convert the clinic’s headquarters from residential to administrative or commercial.

He pointed out that a license is not required. The clinic that the doctor obtains to open the clinic is sometimes signed by the governorate, and based on that license, facilities are introduced to the clinic, such as electricity, water, and telephones, all of which are commercial, explaining that there was no provision in the law stipulating that the unit must be rented or owned. Administrative as a condition for using it as a clinic.

He pointed out that in most of the popular neighborhoods and villages throughout Egypt, there is no specification of the location of whether it is residential or administrative, except in new urban communities, and that in 2008 a law was issued regarding the transfer of residential apartments. To an administrator, it stipulated that the property owner must approve this, and the approval of the administrative authority was not required, and doctors adhered to that law as well.

The head of the Doctors Syndicate requested an appointment to be scheduled for an urgent meeting with the Minister of Local Development, to discuss this crisis and find solutions. It is final, in order to ensure the patient’s interest, and to ensure the continued provision of medical services in private clinics in an appropriate manner.

For his part, the Secretary General of the Medical Syndicate, Dr., stressed. Muhammad Farid Hamdi, said that any increase in the cost of the clinic and its operation will necessarily entail an increase in the number of patients whose conditions we all know now.

Dr. stressed. Muhammad Farid Hamdi said that private clinics serve a large number of citizens who cannot go to government hospitals, and are considered a partner of government hospitals in providing medical services.
