Details of the 82nd meeting of the Healthcare Authority Board of Directors and the first in 2025

The Board of Directors of the Public Health Care Authority held its 82nd meeting, the first in 2025, headed by Dr. Ahmed Al-Sabki, Chairman of the Authority’s Board of Directors and General Supervisor of the Comprehensive Health Insurance Project. The meeting discussed the most prominent work developments in the Authority, and reviewed the performance during the first half of the fiscal year 2024/2025, in addition to approving a number of projects and strategic decisions to enhance health services.

The Authority’s Board of Directors began its work by studying the amendment of the medical staff’s wage structure. Adding a package of incentives to confront the phenomenon of physician migration and to retain medical personnel in Egypt in implementation of presidential mandates.

While the Authority’s Board of Directors agreed in principle to contract with insurance companies. To create a unified insurance policy against errors and dangers of medical professionals for employees of the Authority who are subject to the Medical Liability Law, provided that the Authority bears the costs from its own resources.

The Council also approved the establishment and equipment of a mini-hospital affiliated with the General Authority for Health Care in the Ain Sokhna area in the Suez Governorate along the lines of: Al-Tor Al-Maghira Hospital in South Sinai Governorate, to support more medical and therapeutic services with the highest quality standards for citizens.

The Council reviewed the semi-annual performance report for health services, and the financial performance report for the first half. From the fiscal year 2024/2025, the Council also approved the authority’s draft budget for the fiscal year 2025/2026

While the semi-annual performance report for health services indicated the provision of more than 60.5 million medical services to more than 5.88 million citizens who benefit from services. The report indicated the automation of therapeutic protocols and the launch of the protocols in digital form within 6 months.

As for the digital transformation axis, it showed The report The number of registration of diagnostic codes increased to 45 million codes during the second half of 2024, compared to 34 million codes in the first half, in addition to an increase in the number of electronic prescriptions to 66 million prescriptions, compared to 39 million prescriptions in the first half.

The Council also approved the transformation of the Port Fouad Family Medicine Unit into an integrated family medicine center, while expanding the scope of the service packages provided therein to serve comprehensive health insurance beneficiaries, while the Council also approved  Activating the liver transplant service at the Ismailia Medical Complex and contracting with a specialized medical team to ensure that the service is provided in accordance with the highest medical standards.

While the Board of Directors of the General Authority for Health Care approved the final report of the work of the Asset Receipt Committee in Luxor and Aswan governorates, in implementation of Prime Minister’s Decision No. 2679 for the year 2024.

The Chairman of the Health Care Authority praised the stability of the Authority’s financial performance and the growth of its revenues from medical tourism and foreign exchange sources, stressing the Authority’s commitment to enhancing its investments in the health sector to achieve Egypt Vision 2030, providing world-class medical services that meet the needs of citizens, pointing to the increase in cash collection rates by 136% as a result of implementing governance procedures, which reflects the maturity of the process of separating financing from service provision and resource management  The Council concluded by agreeing to direct investments worth 150 million pounds from internal resources to establish a specialized dental center, a digital laboratory, and a building for outpatient clinics at Sharm El-Sheikh International Hospital to promote medical tourism. In this context, the Chairman of the Authority directed the executive management By taking all legal and executive measures.

Meeting of the Board of Directors of the Authority No. 82 was attended by members of the Board of Directors: Dr. Hani Rashid, Vice Chairman of the Health Care Authority, Dr. Ihab Abu Aish, Vice President of the Comprehensive Health Insurance Authority, Dr. Osama Abdel Hay, President of the General Syndicate of Physicians, Dr. Faten Abdel Aziz, full-time professor at the Egyptian Medicine Authority and member of the Management Committee of the General Syndicate of Pharmacists, Dr. Sami Saad, President of the General Syndicate of Physiotherapy, Dr. Kawthar Mahmoud, President of the General Syndicate of Nursing, Dr. Farid Muharram, health cost accounting expert and economic advisor to the Health Care Authority, Dr. Ibrahim Fakhr, a civil society member of health care experts, Advisor Muhammad Farouk Moussa, Vice President of the State Council, and via Zoom technology, Dr. Wael Abdel-Aal, a member of the Authority’s Board of Directors for civil society, is an expert in health care management.

The meeting was attended by the Health Care Authority, Dr. Amir Al-Talwani, Executive Director of the Authority, Dr. Jamal Rutbah, Advisor to the President of the Authority for Actuarial Studies and Chairman Central Administration for Institutional Support Services, Advisor Mohamed Shehata, Legal Advisor to the Authority, Major General Sherif Bilal, Assistant Executive Director for Engineering Affairs and Projects and Director General of the General Administration for Engineering Affairs, Mohamed Ibrahim, Director General of the General Administration for Legal Administration, Dr. Shadi Farhat, Head of the Development and Innovation Unit And entrepreneurship.
