A workshop for leaders of the antiquities sectors

Within the framework of activating the organizational structure of the Egyptian, Greek, Roman, and Islamic, Coptic, and Jewish antiquities sectors at the Supreme Council of Antiquities, a workshop was held at the headquarters of the Ministry of Tourism and Antiquities in the New Administrative Capital for the leaders of the two sectors to discuss work mechanisms during the coming period, headed by Dr. Muhammad Ismail Khaled Al-Amin. General of the Supreme Council of Antiquities.

The organization of this workshop comes within the framework of the keenness of Mr. Sherif Fathi, Minister of Tourism and Antiquities, to train leaders and workers. The Ministry and its affiliated bodies will raise their efficiency and functional capabilities, ensuring the highest rates of production and institutional efficiency, and contributing to enhancing the benefit of distinguished functional elements to create a second and third row of leaders qualified to continue the main business and activities of those entities in an optimal manner.

Dr. Muhammad Ismail Khaled began the workshop by welcoming the attendees, wishing the leaders of the two sectors progress and success in their work tasks, reviewing the most prominent features of the strategy of the Supreme Council of Antiquities and the main work axes intended to be implemented, stressing the need to understand the role assigned to the Council.

He also explained that the process of activating the organizational structure of the Supreme Council of Antiquities is proceeding at a balanced pace, which contributes significantly to achieving the Ministry’s goals towards financial and administrative reform in the Council, and raising Efficiency of workers, improving their functional and financial conditions, and developing the work system, stressing that attention to the human element and improving its affairs and conditions comes at the top of the Council’s concerns and priorities, indicating that the reform paths and policies being taken in this regard in accordance with the mandates of the Minister are carried out in coordination with all relevant ministries and agencies.

He stressed that what is being worked on  Activating it currently is the first stage of the Council’s organizational structure, provided that the implementation of the second stage of the structure begins, which includes the creation of organizational subdivisions for the central and public administrations that were approved after the completion of the placement of the Council’s public administrations, in coordination with the leadership in each sector separately.< /p>

He concluded his speech by directing the leaders in the two sectors to make every effort to improve the public administrations and organizational divisions under their leadership.

The advisors presented The ministry’s jurists held an educational symposium that included discussions and exchange of visions with the leaders of both sectors about some of the features and provisions of the Antiquities Protection Law promulgated by Law No. 117 of 1983 and its executive regulations, as it is the main regulator of all affairs and mechanisms for dealing with antiquities, where they discussed the general provisions of the law, and the provisions and controls for antiquities registration, maintenance, and inspection. about it, and the penalties stipulated in the law,   And the general powers legally established for the Supreme Council of Antiquities, possession provisions, provisions for reconciliation, expropriation and compensation, provisions and controls for removing encroachments, and controls for practicing activities in archaeological areas. They also reviewed and discussed some provisions of the Civil Service Law promulgated by Law No. 81 of 2016 and its executive regulations,  As well as the provisions of Law No. 73 of 2021 regarding the conditions for holding or continuing positions. 

Dr. Ahmed Rahima reviewed the stages of development of the antiquities portfolio in the Egyptian state since the establishment of the Egyptian Antiquities Authority in 1953, through the establishment of the Egyptian Antiquities Authority in 1971. And ending with the establishment of the Supreme Council of Antiquities in 1994, before the Prime Minister issued Resolution No. 2462 of 2022 regarding the reorganization of the Supreme Council. For antiquities. He also reviewed the most prominent features of the differences between the old organizational structure of the Supreme Council of Antiquities approved in 1998, and the new organizational structure approved in 2022, indicating that the new organizational structure of the Council was jointly prepared by a specialized committee whose membership includes a number of leaders of the Ministry and the Council, in addition to specialists from The Presidency of the Council of Ministers, the Central Organization for Organization and Administration, in addition to an institutional development consultant from outside the ministry; This is in accordance with objective criteria and in accordance with the legal controls, provisions and decisions regulating this matter.  He explained that activating the new organizational structure of the Council is proceeding in two parallel paths, the first is through filling positions temporarily through full assignment or business management, while the second is appointing to those leadership positions in accordance with the legal controls stipulated in the Civil Service Law and its executive regulations, which ensures the ability to It has great transparency and integrity, and enhances the opportunities to meet distinguished functional cadres in the Council. 

He also reviewed the features of the training strategy and raising the efficiency and capabilities of workers in light of the Minister’s directives, which include interest in establishing Developing accredited and equipped centers to train workers on various archaeological affairs, while enhancing the use of cadres and functional elements who hold higher academic degrees (Master’s and PhD), and paying attention to forming a second class of middle leaders, in accordance with the directions and strategy of the Ministry and the Council, so that they can achieve their goals and specializations in an optimal manner.

For his part, Dr. Muhammad Shaaban explained the concept of digital transformation and its role in improving the work cycle through process re-engineering, the importance of that, and the difference between it and the term mechanization. He also shed light on the Ministry’s strategy for digital transformation through a quick review of its digital transformation map and the most prominent projects that have been implemented.  He also reviewed the plan to localize participatory applications and operate them at the headquarters of the departments affiliated with the Ministry that have not moved to the Administrative Capital and linking them to the unified data center and the Ministry’s main headquarters in the New Administrative Capital in order to create a paperless work environment. He also referred to the electronic signature and methods for extracting, securing and using it. He pointed out that all leaders of digital transformation, information systems and digital services in the Ministry and the Council are working in full swing to develop the work system in line with the state’s strategy and goals in the areas of digital transformation, stressing that the past period has witnessed a remarkable development in upgrading the electronic ticket system to enter archaeological sites and museums affiliated with the Council. This clearly contributed to improving the experience of tourists and visitors at those sites. 

Professor Alaa Samir reviewed the most prominent steps taken by the Supreme Council. For the effects regarding the participatory applications that were used on the occasion of the move to the new headquarters of the Ministry in the Administrative Capital, including the application for human resources management, and applications for correspondence and electronic archives. It explained the proposed mechanisms for employing these applications in departments affiliated with the sectors of Egyptian, Greek, and Roman antiquities, and Islamic, Coptic, and Jewish antiquities, and how to benefit from them, especially in departments that do not move to the capital.
