Dr. Ayman Mohsab, Undersecretary of the Arab Affairs Committee in the House of Representatives, stressed the importance of the draft law submitted by the government regarding the asylum of foreigners, in light of the growing numbers of refugees in Egypt and the absence of mechanisms to regulate them, indicating that the law will contribute to establishing a legal framework that regulates the conditions of refugees. And their various rights and obligations within the framework of the rights and obligations stipulated in the international agreements to which Egypt has joined, in order to ensure that all aspects of support and care are provided to those who are eligible.

Mohassab said that the law includes the establishment of a permanent committee for refugee affairs, which is the competent authority. All refugee affairs, including information and statistical data about them, within the framework of continuing to provide full support and support to refugees, in compliance with the agreements that Egypt has joined to regulate the situation of refugees, including the United Nations Convention relating to the Status of Refugees signed in Geneva on, and the Organization of African Unity agreement that The various aspects related to refugee problems in Africa signed in Addis Ababa govern the Protocol to amend the Convention relating to the Status of Refugees in accordance with Presidential Resolutions No. 331,332,333 of 1980.

The member of the House of Representatives pointed out that Article 91 of The Egyptian Constitution grants the right to political asylum to every foreigner who has been persecuted for defending the interests of peoples, human rights, peace, or justice, which explains the growing waves of displacement to Egypt in light of the worsening political, security, and humanitarian conditions in many neighboring countries, where Egypt has witnessed a rise in There was a sharp increase in the number of refugees and asylum seekers registered with the UNHCR office in Egypt, and it received many refugees and granted them full support and assistance and all social and economic rights without discrimination in treatment, whether between the different nationalities of the refugees or between refugees and Egyptians.

He noted, "Muhassab" ;, Egypt ranks third in the world among the countries most receiving new asylum requests in 2023, and has provided a role model in providing a decent life for non-Egyptians, pointing out that according to official statements, Egypt receives more than 9 million foreigners, including Refugees, coming from 133 countries around the world, constitute 8.7% of Egypt’s population, stressing that this law will contribute to counting and auditing the numbers of refugees in Egypt, in addition to determining and documenting what the state bears in exchange for the services provided to foreigners in various sectors.

Representative Ayman Mohsab stressed that the draft law was in accordance with constitutional principles, international agreements, covenants and covenants, which contributes to providing more facilities to those who deserve it, whether in study or work and other matters that guarantee them a decent life. At the same time, paying the state’s dues for the services provided to them.
