“Local Development” and “Dakahlia” sign a contract to close and rehabilitate the “Qalabsho dump”

Dr. Manal Awad, Minister of Local Development, and Major General Tariq Marzouk, Governor of Dakahlia, witnessed today, Tuesday, the signing of a contract to close and rehabilitate the public waste dump in Qalabshu, Dakahlia Governorate, as part of the activities of the Kitchener Bank project, which is implemented by the Ministry of Local Development with a loan from the European Bank for Reconstruction and Development worth 79 million. Euros and a grant from the European Union worth 8 million euros. 

The contract was signed by Dr. Hisham. Al-Helbawy, Assistant Minister of Local Development for National Projects, and Dr. Hesham Sharif, Chairman of the Board of Directors and Managing Director of the Egyptian Solid Waste Recycling Company (ECARO), The cost of the contract is about 10 million euros. 

 

< p>This came at the headquarters of the Ministry of Local Development, in the presence of a number of leaders of the Ministry of Local Development, Mustafa Asaad, representative of the European Bank for Reconstruction and Development, and a consulting team supporting the implementation of the project, the Alliance. Liban Consult and Aegis companies.

 

Dr. Manal Awad, Minister of Local Development, referred to the interest that President Abdel Fattah El-Sisi has paid to the Kitchener Bank cleansing project, which will benefit millions of citizens in the Gharbia governorates. Kafr El-Sheikh and Dakahlia, by improving environmental and health conditions and purifying water, which is reflected in supporting economic development efforts in the country, noting the ministry’s keenness to cooperate with the rest of the country. The ministries and concerned authorities must adhere to the scheduled timetable for the works being implemented within the project phases with regard to the solid waste component, speed up the tendering of the works, adhere to the tendering and awarding dates set for the rest of the works, and overcome all challenges and obstacles facing the implementation work in a way that ensures the success of this important project.

 

The Minister of Local Development explained that about 80% of the targeted projects within the solid waste component have been contracted, including the establishment of 4 new factories to recycle solid waste. In Kafr El-Sheikh and Dakahlia, and a project to establish 2 intermediate stations in Dakahlia and Gharbiya, and a closure project and a rehabilitation project and raising the efficiency of 9 garages in the three governorates were awarded, in addition to training workers on the system in the governorates to qualify them to deal with the technological developments accompanying the system.

 

Dr. Manal Awad added that these projects that will be implemented within the Kitchener Bank disinfection project are integrated with the infrastructure projects implemented by the Ministry within The integrated system for municipal solid waste. The Minister of Local Development also praised the constructive partnership with development partners from the European Union and the European Bank for Reconstruction and Development and the fruitful cooperation with the Ministry of Local Development and Conservation to make this important project a success. 

 

The Minister of Local Development also confirmed that within the framework of the project, tenders were carried out, including the launching and awarding of 4 tenders, which is a project to design and establish 4 solid waste recycling and treatment plants. In Dakahlia (Belqas Factory) in Kafr El-Sheikh Governorate (Desouk, Hamoul and Kafr El-Sheikh Factory) at a cost of 38 million euros, a project to establish two intermediate stations in Dakahlia and Gharbiya at a cost of 3.8 million euros, and a project to rehabilitate and close the Qalabsho dumpsite in Dakahlia Governorate with an area of ​​55 acres and a cost of 10 million euros. 

 

For his part, Major General confirmed Tariq Marzouk, Governor of Dakahlia, said that this agreement comes within the framework of implementing the directives of the President of the Republic to improve cleaning service and remove waste and garbage in all centers of the governorate, pointing out that there is full cooperation and coordination with the Ministry of Local Development to support the governorate’s plan to implement many projects that help develop the infrastructure of the waste system and develop The necessary plans to develop and improve the lives of citizens.

 

The Governor of Dakahlia explained that the work of closing and rehabilitating the dump will be carried out according to the principles The environmental requirements regulating this matter include establishing layers of a covering system for the accumulations, then installing a system for managing the negative gases resulting from the dump, and a treatment system with leachate liquids, if any, in addition to setting up a rainwater drainage system.

 

He added that after the completion of all works, works related to the site’s infrastructure, fencing, landscaping, site buildings and internal roads will be carried out. He pointed out that the contract for the project to close and rehabilitate the waste dump in Qalabsho is the fourth that has been awarded. His signature is part of the activities to improve water quality in the Kitchener Bank.

 

Major General Tariq Marzouk, Governor of Dakahlia, extended his sincere thanks and appreciation, on behalf of all the citizens of Dakahlia Governorate, to Mrs. Dr. Manal Awad, Minister of Local Development, for the support she provided during The last period in the file of improving the environment and cleanliness and the continuous support provided to the solid waste system in the governorate.

 

He said Mostafa Asaad, EBRD official: The financing provided by the EBRD confirms the importance of the Kitchener Bank rehabilitation project, in line with the bank’s commitment to sustainable water management and environmental protection in Egypt. 

 

Mustafa Asaad added: As one of the initiatives that provided innovative financial solutions in the water sector and with major support from the European Union, this project aims to address critical challenges such as pollution and agricultural sustainability in the Nile Delta region, starting with Collecting and treating solid waste to safe disposal.

The rehabilitation of the Kitchener Drain contributes directly to improving public health, reducing environmental risks, and enhancing the productivity of agricultural lands, which are vital to food security in Egypt.

 

For his part, Dr. Hisham Sharif thanked the Ministry of Local Development and Maintaining Confidence in National Companies for implementing projects of a global nature in the field of closing and treating old random dumps, and the Chairman of the Board of Directors and Managing Director of the Egyptian Company added For Solid Waste Recycling (ECARO) that the system for closing and treating random dumps at the level of Egyptian governorates will develop positively according to the outcomes of the work in this pioneering project, which represents a real beginning for dealing in the field with closing random dumps at the level of Egyptian governorates with an Egyptian idea.
